Of all the vehicles we ship from Canada to Uzbekistan, a motorcycle is the easiest to calculate. It has no per-cc rate like an ATV, no recycling fee like a car and no Euro-4 requirement. Even so, some details affect the final figure: the country where the specific motorcycle was built and which category a trike falls into. Let us go through it step by step.

The short answer: what is payable

Motorcycles are classified under heading 8711. Under Annex 1 to Resolution PP-3818 as amended by PP-58 of 11 February 2026, the duty on motorcycles with internal-combustion engines is 20%, the same for new and used. Unlike cars, age does not affect the rate: a 2024 Street Glide and a 2025 Street Bob pay the same percentage.

VAT of 12% is charged on top of the duty; the base includes the customs value and the duty (Tax Code, Arts. 254 and 258). There is no excise on motorcycles in 2026: the list of excisable goods in Article 289³ does not include vehicles. Uzbekistan's general import rules are covered in more detail in our article on importing a car from Canada; here we focus on what applies specifically to motorcycles.

Why there is no recycling fee

Uzbekistan's recycling fee was established by Cabinet Resolution No. 347 of 2 June 2020. Its list covers headings 8701, 8702, 8703, 8704, 8705, 8716 and self-propelled machinery — tractors, buses, cars and trucks, special vehicles and trailers. Motorcycles (8711) are not on the list. This is where a motorcycle clearly beats an ATV: under code 8703 an ATV pays a recycling fee from 30 BCA.

One caveat: paragraph 2 of the same resolution mentions an exemption for “category L over 30 years old”, even though no L-category items appear on the list itself. We calculate motorcycles without a recycling fee, but we verify the customs position when clearing the specific machine.

Country of origin: the US is on the list, the rest is an open question

Since 28 February 2026, Article 300¹ of the Customs Code (Law ZRU-1097) has imposed a surcharge on goods from countries without most-favoured-nation (MFN) treatment and on goods of unconfirmed origin. The United States is on the list of MFN countries on norma.uz. So a motorcycle made in the US, backed by a certificate of origin, pays no surcharge.

If the motorcycle was built in another country, the picture is less clear. The 20% rate formally sits on the border of two ranges in Article 300¹ — “10 to 20%” with a 10% surcharge and “20 to 30%” with a 15% surcharge — and the law does not say directly which one applies. In addition, the list on norma.uz is dated 2015 and we have not confirmed that it is current in 2026. That is why we check the country of assembly from the documents of the specific motorcycle before purchase.

An important detail: the country of origin is the country of manufacture, not the country of shipment. Canada is not on the published list, so what matters is the certificate of origin for the motorcycle. We prepare this document together with the export package.

Certification and emissions class

A motorcycle with an engine over 50 cc falls into category L3 of the general technical regulation on the safety of wheeled vehicles (CM Resolution No. 237). A single motorcycle is certified and receives a certificate of conformity. Under the regulation the Euro-4-or-higher requirement applies only to categories M and N, not to motorcycles. There is no import age ban; exemptions from certification include category L vehicles over 30 years old and machines intended solely for sports competitions.

The limit of “one vehicle per year for personal use”, which made it hard to import a motorcycle in addition to a car, was abolished by a decree of 4 June 2026. Certification for personal imports remains.

Trikes, Spyder and Ryker

Three-wheelers — the Harley-Davidson Road Glide 3, Can-Am Spyder and Ryker — fit the regulation's definition of category L5, a tricycle with symmetrically arranged wheels. By the wording of the heading they belong in 8711, but we have found no separate customs ruling on the Spyder and Ryker. So for them we confirm the code — and with it whether the 20% duty or the 8703 lines apply — when preparing the estimate. The licence category for a tricycle is also confirmed separately.

Licence and registration

Motorcycles, including three-wheelers, are registered by the Road Safety Service of the Interior Ministry (CM Resolution No. 683). Uzbekistan has subcategory A1, introduced by CM Resolution No. 676 of 25 October 2025; according to kun.uz, it covers motorcycles up to 125 cc and 11 kW, while more powerful machines require category A. Every Harley-Davidson in our stock — from 975 cc on the Nightster to 121 cubic inches on the Road Glide CVO — therefore requires category A.

Which models we offer

  • Touring — Road Glide, Street Glide and Street Glide Limited with Milwaukee-Eight 117 and 121 engines: for example, the Street Glide.
  • Softail — Fat Boy 114, Heritage Classic 114, Street Bob 114, Low Rider S and ST, Breakout 117.
  • Sport and Adventure — Nightster 975, Sportster S and Pan America 1250 Special with the Revolution Max engine.
  • Can-Am electric motorcycles — for Uzbekistan they have a separate argument: heading 8711 60 carries 0% duty. An example is the Can-Am Pulse.

We source motorcycles only from the Canadian market — new or clean used, no US auctions. Age does not raise the duty in Uzbekistan, so a used motorcycle loses nothing to a new one on the rate. That makes checking its history all the more important — how we do it is described in our article on VIN and history checks. The full range is in the motorcycle catalogue, and purchase specifics are in how to import a Harley from Canada.

An estimate for your motorcycle

Price on request. We prepare the estimate before purchase: duty and VAT on the customs value, country of origin from the documents, and the clearance fee on the BCA scale. Send us a request with the model and we will return an estimate for that specific motorcycle.

Rates are given as of October 2026, based on Annex 1 to PP-3818 as amended by PP-58 of 11.02.2026, CM Resolution No. 347 and the current versions of the Tax and Customs Codes. Rates, the MFN country list and the BCA may change; the final calculation is made on the clearance date.
