Armenia is a mountain country: the average elevation is about 1,800 metres, there are no lowlands, and Lake Sevan sits at around 1,900 metres (Britannica). On terrain like this an ATV is expected to have four-wheel drive, a low gear and a winch, and Canadian-spec Can-Am models have all three. Below we look at how to import an Outlander or Renegade from Canada into Armenia in 2026: which code it clears under, what the duty is, what is known about the environmental tax and when an ATV has to be registered.
Armenia is an EAEU member, so import duty is charged under the union's Common Customs Tariff, while taxes follow the Armenian Tax Code. Import VAT is 20% (Article 63 of the Tax Code). The Armenian code has no recycling fee; instead, cars are subject to an environmental tax that depends on the vehicle's age. We cover how this works for passenger cars in our article on importing a car from Canada to Armenia. Here we focus only on what is different for an ATV.
Why a new Outlander takes 5%, not 15%
The EAEU Common Customs Tariff has a separate subheading for vehicles up to 1,000 cc — 8703 21 109 1 — with a 5% rate. It covers four-wheeled all-terrain vehicles with two- or four-wheel drive, a motorcycle-type (straddle) seat, handlebar steering of the front wheels, off-road tyres and reverse gear. Vehicles of the same displacement that do not match that description fall under "other" at 15% (EAEU CCT, Chapter 87).
The notes to Chapter 87 add two important points. First, "all-terrain" means the vehicle is not designed for public roads. Second, "off-road tyres" are tyres with a nominal pressure of no more than 100 kPa and a lugged tread. Production Outlander and Renegade models meet these criteria: straddle seat, handlebars, four-wheel drive and reverse. Displacement fits too: the most powerful 1000R versions in our stock carry a 999 cc Rotax, just under the 1,000 cc threshold.
The six-wheeled Outlander MAX 6x6 with a cargo box is a separate case. Subheading 8703 21 109 1 refers to four-wheeled vehicles, so for the 6x6 we confirm the code before purchase rather than finding out at the port.
Import charges: summary table
| Charge | 2026 rate | Source |
|---|---|---|
| EAEU HS code | 8703 21 109 1 — new ATV up to 1,000 cc; used — 8703 21 909 | EAEU CCT, Ch. 87 |
| Duty, new | 5% of customs value | EAEU CCT, Ch. 87 |
| Duty, used | 20%, but not less than €0.36/cc; over 7 years old — €1.4/cc | EAEU CCT, Ch. 87 |
| VAT | 20% | Tax Code of RA, Art. 63 |
| Excise | The SRC calculator includes excise for heading 8703; whether it applies to an ATV is confirmed in the estimate | exim.src.am |
| Recycling fee / environmental tax | No recycling fee in the Tax Code. The environmental tax applies to "motor cars" of 8702–8705 older than 5 years: none on a new ATV; applicability to a used one is confirmed in the estimate | Tax Code of RA, Art. 171 |
| Customs fee | Amount confirmed in the estimate | — |
The customs fee is deliberately left without a figure. We found no current official confirmation, and we will not publish outdated rates. We show the fee, like the excise, in the estimate for the specific unit.
New versus used: where euros per cc come from
For a new ATV the duty is based on value alone — 5% — and engine size makes no difference. A used one is another matter. Under subheading 8703 21 909 the tariff has two schemes: for vehicles more than 5 but not more than 7 years old and for the "other" line, 20% but not less than €0.36 per cubic centimetre; for vehicles over 7 years old, €1.4 per cc with no percentage part.
With a 999 cc engine the minimum under the "20%" line is about €360, and under the "over 7 years" line about €1,399, regardless of what the machine costs. There is a catch. Lines 909 3 and 909 4 are worded as "motor cars, more than … years after production", while 909 8 reads "other". Which line a particular used ATV falls under is customs' call, so for used units we calculate both scenarios in advance.
The practical takeaway: when importing into Armenia, the saving on a "nearly new" ATV can be eaten up by duty. We ship both new and used units, but only from the Canadian market — no auction or damaged lots — and we show the calculation under both lines before we buy.
Importing in your own name: same maths, one payment
Private buyers often count on the "flat rate" familiar from passenger cars. It does not apply to ATVs. EEC Council Decision No. 107 explicitly singles out ATVs, snowmobiles, all-terrain vehicles and side-by-sides of heading 8703 and moves them to a combined customs payment (EEC Decision No. 107). Under the EAEU Customs Code, the duty within it is calculated by the tariff and taxes by the law of the importing country (EAEU Customs Code, Art. 266). For an individual that means the same 5% duty and the same 20% VAT as for a company, just as a single payment.
Certificate, plates and licence category
- Certification. "Small wheeled all-terrain vehicles" — the EAEU term for ATVs — are on the list of equipment subject to mandatory certification under TR CU 010/2011. The standard is GOST 32571-2013, harmonised with the European EN 15997 (TR CU 010/2011).
- Registration. Armenian Government Decision No. 1251-N requires registration of quadricycles intended for public roads (from 50 cc and 50 km/h). Vehicles used only on closed premises off public roads are not registered. Plates for motorcycles and similar vehicles are issued by the Road Police (Decision No. 1251-N).
- Licence. The Armenian Law on Ensuring Road Traffic Safety treats quadricycles as motorcycles and places them in category B1 (Law HO-166-N).
- Property tax. The official translation of the Armenian Tax Code sets 150 drams per horsepower per year for all-terrain vehicles. We check the current wording when preparing the estimate.
If the ATV will only be used on your own land or farm, registration is generally not required. If you plan to ride on public roads, budget for registration and a B1 licence.

How the ATV gets to Armenia
The ATV is loaded into a container at our Canadian warehouse and shipped by sea to a Georgian port — Poti or Batumi — then by road through Georgia to Armenian customs. We give the timing for a specific sailing at booking: the line, the port and how full the container is matter more than distance. We take care of export paperwork in Canada, transport and clearance on the Armenian side.
An estimate before you buy
We do not publish vehicle prices: the total depends on trim, model year, exchange rate and whose name the import is in. Instead of averaged figures we prepare an estimate for the chosen unit — duty, VAT, certification and shipping — before the ATV is bought. Start with the calculator or go straight to a request.
Rates are current as of October 2026 and may change. The final calculation is made on the date of customs clearance.
