Since 29 April 2026 Belarus has applied a recycling (utilisation) fee under Council of Ministers Resolution No. 195 of 23 April 2026. For private buyers it amounts to hundreds of roubles; for companies, tens of thousands. Here are the rates, who qualifies for benefits and what else changed in the car import rules in 2026.
Rates for individuals
If a passenger car is imported for personal use, the rate is fixed and does not depend on engine size:
- a car up to three years old — 624.92 Belarusian roubles;
- over three years old — 1,282.02 roubles.
Rates for companies
For commercial imports the fee depends on engine size and the car’s age. The first figure is for cars up to three years old, the second for older ones:
- electric cars (excluding hybrids) — 1,229.28 / 2,950.38 roubles;
- up to 1,000 cc — 6,811.16 / 17,386.97;
- 1,000–2,000 cc — 25,226.22 / 44,374.56;
- 2,000–3,000 cc — 70,885.91 / 107,322.94;
- 3,000–3,500 cc — 81,393.68 / 124,611.62;
- over 3,500 cc — 103,649.00 / 136,253.33.
The gap with personal imports is dozens of times, so the import status in Belarus now carries a real cost. For cars released in other EAEU countries the resolution provides a separate mechanism: in certain cases the fee is increased by the difference between the payments that would have been due in Belarus and those actually paid in the other member state.
Customs payment for individuals: uniform EAEU rates
The customs payment itself for a personal import from outside the EAEU is calculated at the union’s uniform rates set by Eurasian Economic Commission Council Decision No. 107:
- up to three years old — 54% or 48% of the customs value depending on its size, but not less than a minimum of 2.5 to 20 euros per cc;
- three to five years old — 1.5 to 3.6 euros per cc depending on engine size;
- over five years old — 3 to 5.7 euros per cc.
The Decree No. 140 benefit
Certain categories of citizens can recover half of the customs duties and taxes paid on import. Decree No. 140 of 10 April 2019 covers people with group I and II disabilities and parents in large families, and since June 2020 also parents raising children with disabilities. The reimbursement is granted once for one car imported within a year. Documents are submitted at declaration or within a year of the car’s release.
Electric cars: the 2026 quota
For 2026 a quota of 20,000 electric cars exempt from customs duties and taxes has been set. Hybrids do not qualify — only cars with electric motors. Demand proved high: the quota for legal entities ran out on 24 July, and individuals had 1,511 cars left as of 31 July.
What is happening in the market
Belarus remains a market where used cars are imported more actively than new ones are bought. According to BAA-Consulting, in January–April 2026 individuals imported about 38,000 used cars, while about 20,000 new cars were sold; the average age of imported cars is just over six years. In July 2026, 9,600 new cars were sold, about 36.5% of them electric.
What a buyer should keep in mind
- For a personal import the recycling fee is small, but status decides everything: a car cleared as commercial pays on a completely different grid.
- The main payment for a private buyer is the customs payment, and the car’s age (under three, three to five, over five years) changes the calculation more than its price.
- The Decree No. 140 benefit applies to one car a year — it is best to gather the documents before declaration.
- A duty-free electric car is only available within the quota, and individuals had about one and a half thousand places left at the end of July.
