For a personal watercraft in Azerbaijan the biggest line in the estimate is not the duty, nor even VAT, but excise. The Tax Code taxes "yachts and other floating craft for leisure or sport" by engine volume: 6 manat for every cubic centimetre. Almost all of the full-size Sea-Doo models in our stock run the same Rotax 1630 ACE engine, so their excise is identical — 9,780 AZN — whether the version produces 130 or 325 hp. Here is how the full payment adds up, where classification has grey areas, and what you need to ride legally on the Caspian: registration with the Ministry of Emergency Situations (MES) small-vessel service and a small-craft licence.

To customs, a PWC is a vessel, not a powersports vehicle

Azerbaijan's customs tariff (Cabinet of Ministers Decision No. 500) places personal watercraft under heading 8903 — vessels for leisure or sport. For motorised craft up to 7.5 m, including lines 8903 31 000 0, 8903 93 and 8903 99 000 1, there is a single duty rate: 5% of customs value. The wording of line 8903 93 990 was amended by Decision No. 39 of 06.02.2026, but the rate did not change: under any of these codes the duty remains 5%. The 15% rate under the same heading applies to inflatable and sailing craft and does not concern a PWC.

Excise is set by Article 190 of the Tax Code. The list of excisable goods includes "yachts and other floating craft for leisure or sport", at 6 AZN per 1 cm³ of engine volume; the same figure appears in the State Tax Service's 2026 booklet "Aksizlər". That a PWC falls under this definition follows from the wording of the law itself. Customs practice specifically for PWCs is something we confirm when clearing a specific unit rather than promise in advance.

Import charges for a Sea-Doo in 2026

The charges are calculated in sequence, each one building on the previous. VAT of 18% is levied not on the price of the craft but on the sum of customs value, duty and excise (Tax Code Articles 162.1 and 173.1). Rates are the same for individuals and companies: neither the Tax Code nor the tariff distinguishes between them. We covered the general import rules for Azerbaijan in detail in our article on clearing a car from Canada in Azerbaijan; here we focus only on what concerns personal watercraft.

Running the numbers on a Rotax 1630 ACE

Take a Sea-Doo GTI with the Rotax 1630 ACE engine. We do not quote the price of the craft here — it is on request — but the fixed part of the payment can be calculated right now:

  • Excise: 1,630 cm³ × 6 AZN = 9,780 AZN.
  • VAT on the excise: 18% × 9,780 = 1,760.40 AZN.
  • Duty: 5% of customs value, and 18% VAT is charged on that too.
  • Customs fee: on the customs-value scale, plus 30 AZN for each page of the declaration.

So the excise together with the VAT on it — 11,540.40 AZN — is payable before the value of the craft itself even enters the calculation. On entry-level models this fixed part is a noticeable share of the final estimate; on flagships it is a smaller one. The practical conclusion: in Azerbaijan, the budget difference between a 130 hp GTI and a 325 hp RXT-X comes from the price and the duty and VAT charged on it, while the excise component is the same for both. The calculation always uses the engine volume stated in the documents for the specific unit.

One more detail from the same tax-service booklet: if the PWC is later exported from Azerbaijan, customs refunds the excise paid within 15 days in proportion to what is re-exported. Goods carried through the country in transit are exempt from excise.

Which Sea-Doo from our stock to choose

Since excise does not depend on power, choosing a model for Azerbaijan comes down to the task and the budget for the craft itself. Everything in our personal watercraft section is model year 2026:

  • Cruising and family. The Sea-Doo GTI (Rotax 1630 ACE, 130 hp, iBR) is the base three-seat model. The 170 hp GTX with the ST3 hull is built around stability; the GTX Limited is the touring version with iBR and LinQ.
  • Open water. The Sea-Doo RXT-X — 325 hp and a T3 hull designed for open water. The Explorer Pro adds 162 L+ of storage and navigation for longer trips.
  • Fishing. The FishPro Scout with a 13.5-gallon cooler, the FishPro Sport with an extended stern and the FishPro Trophy with a Garmin fishfinder.
  • Towing and watersports. The Wake and Wake Pro with a retractable tow pylon.
  • Lightweight class. The Spark and Spark Trixx with the Rotax 900 ACE — a smaller engine, so the excise is lower. We calculate the exact amount from the documents for the specific unit.

Registration with the MES small-vessel service

After clearance the PWC has to be registered as a small vessel. This is handled by the MES State Service for Control of Small Vessels and Rescue on Waters; its powers are set by the statute approved by Presidential Decree No. 1340 of 19.04.2017. The service:

  • keeps the state registration and the register of small vessels;
  • carries out initial and annual technical inspections;
  • issues board numbers and ship tickets.

In other words, inspection is not a one-off: it has to be passed every year, which is worth factoring in when planning the season. We prepare the document package for the craft so that its origin and specifications raise no questions at registration.

PWC licence: from age 18, valid for 5 years

A personal watercraft may only be operated with a small-vessel licence. The procedure is set by the Rules approved by Cabinet of Ministers Decision No. 406 of 21.09.2018:

  • the applicant must be at least 18, medically fit and have completed a training course;
  • the licence is issued for 5 years;
  • it records vessel types, with the PWC ("hidrosikl") listed separately;
  • a motorboat licence also entitles the holder to operate a PWC.

If you already hold a motorboat licence, you do not need separate PWC training. If you have no licence, it is best to start training while the craft is in transit so it does not sit idle on shore.

Why buy a Sea-Doo in Canada

Sea-Doo is made by Canada's BRP, and the Canadian market is a direct source of new units of the current model year. We work only with Canadian units: new or clean used, no US auctions, no flood-damaged or accident-rebuilt craft. For a PWC this matters especially: the volume-based excise is the same for a new and a worn-out unit, and there is no sense paying nearly 10,000 manat in excise on a craft with an unknown history.

What we calculate before you buy

The final amount depends on the model, the customs value, the exact engine volume in the documents and the exchange rate on the date of clearance. That is why we do not publish averaged "all-in" figures; instead we prepare an estimate for the chosen craft before purchase: duty, excise, VAT, customs fee, delivery and the registration paperwork. General information on importing vehicles is on our page cars and powersports from Canada to Azerbaijan.

Pick a model or describe the task — cruising, fishing or open water — and send us a request: we will select a Sea-Doo and calculate the import into Azerbaijan before you pay.

Rates are given as of October 2026 under Azerbaijan's Tax Code, customs tariff and Cabinet of Ministers decisions and may change. The final calculation is made on the date of clearance.
