Clearing a motorcycle in Kyrgyzstan is simpler than clearing a passenger car. The age of the bike does not affect the rate, displacement matters only at one boundary, and the country has no excise on vehicles. Below: how the charges for a Harley-Davidson from a Canadian warehouse are calculated, which models from our stock suit mountain roads, where caveats apply and what it takes to get plates.
One code and one rate — regardless of age
Motorcycles are classified under EAEU CN heading 8711 and within it by displacement. For bikes over 800 cc this is subheading 8711 50 000 0, at 10% of customs value (EAEU CCT, ch. 87). There is no split between new and used: a 2026 motorcycle and a bike with mileage are charged the same, and there is no specific rate in euros per cubic centimetre either.
The boundary to watch is 800 cc. The 500–800 cc class (8711 40 000 0) is charged at 15%, i.e. more than large motorcycles. Electric motorcycles go under 8711 60 at 14%. Every Harley-Davidson in our stock is above 800 cc: the Nightster has 975 cc, the Sportster S and Pan America 1,252 cc, and models with the Milwaukee-Eight 114, 117 and 121 cubic-inch engines even more. So 10% applies to them.

What is added on top of duty
The national part is short. VAT is 12% under Kyrgyzstan's Tax Code. The fee for customs operations is 0.4% of customs value with a floor of 5 and a cap of 2,500 calculation indices; the Customs Service confirmed the same 0.40% and 12% in spring 2025 (Economist.kg, 2025). Excise in Kyrgyzstan covers alcohol, tobacco, sugary drinks, nicotine products and fuel; vehicles are not on that list. The recycling fee is levied on oils, tyres, batteries, electronics and packaging; according to a statement by the Ministry of Natural Resources in August 2024, it is not provided for cars. We found no fee on motorcycle imports in force for 2026 and still re-check this item in every calculation.
Which Harley for mountain roads
According to the Library of Congress country study, the Tian Shan and Pamir cover about 65% of Kyrgyzstan (Country Studies). That means many rides are passes and switchbacks rather than straight highways. For this scenario we usually suggest three directions:
- Adventure. Pan America 1250 Special — Revolution Max 1250T, 150 hp, Adaptive Ride Height. The most versatile Harley for mixed roads.
- Touring. Street Glide with the 117ci Milwaukee-Eight, the Road Glide in CVO form with the 121ci, and the Street Glide Limited — for long trips with luggage and a passenger.
- Light bikes and Softail. The Nightster with liquid cooling and 90 hp, the Sportster S, plus the Fat Boy, Street Bob, Low Rider S and ST, Heritage Classic and Breakout — for the city and short rides.
We usually base the choice between these groups on three questions. Will you ride with a passenger and luggage for several days — then touring. Will the route include unpaved sections — then the Pan America. Is the bike mainly for the city and short weekend rides — then a Softail or Sportster. Power is secondary on this list: all the models above pull comfortably on climbs, and it has no effect on the duty rate at all.

Trikes and three-wheelers — a separate calculation
Our stock includes the Harley-Davidson Road Glide 3 trike and the three-wheeled Can-Am Spyder and Ryker. For these we confirm the CN code vehicle by vehicle rather than carrying over the motorcycle rate automatically. In the EU a three-wheeler with car-type steering is classified under heading 8703, and the EU Court of Justice confirmed this approach specifically for the Spyder (case C-145/16 of 16.02.2017). The EAEU position on this question has not been established. If the Spyder or Ryker go under 8703, the rate will be 15%; under 8711, the Ryker 600 is 15% and the Ryker 900 and Spyder are 10%.
Technical regulation and plates
A motorcycle for public roads falls under technical regulation TR CU 018/2011 "On the safety of wheeled vehicles", category L3 — two-wheelers with an engine over 50 cc (TR CU 018/2011). A common question is whether the ERA-GLONASS system is needed. It is not: the regulation requires an emergency call system or device only for categories M and N, and category L is not on that list. The Harley needs no extra equipment.
Motorcycle registration in Kyrgyzstan is mandatory: the 2018 amendments to the road traffic law explicitly name motorcycles and tricycles among vehicles subject to registration (24.kg, 2018). Since December 2024 a new type of number plate has been issued for motorcycles (24.kg, 2024).
If the motorcycle is for yourself
An individual is not entitled to the "single rate" that applies to passenger cars. Under EEC Council Decision No. 107, motorcycles of heading 8711 are subject to an aggregate customs payment (Decision No. 107) — the same 10% duty and 12% VAT combined into one payment. The tariff is the same in all EAEU countries, and after release the motorcycle becomes union goods. A Canadian motorcycle with a clear history
We source Harley-Davidsons only on the Canadian market: new from dealers or clean used ones, with no auction lots and no bikes rebuilt after crashes. For every used bike we check the history by VIN before purchase. From Canada to Kyrgyzstan the motorcycle travels in a container by sea and then overland — via Georgian ports and the Trans-Caspian route or via Chinese ports; we agree the specific routing and timing when booking.
