In the Emirates a quad bike is not a miniature car but a machine with its own regulation. Before choosing between an Outlander and a Renegade, it is worth understanding where you will be able to ride it, who is allowed to ride, and what obligations the owner takes on after registration. Both the choice of model and the final estimate depend on this. Below we go through it step by step, using Dubai as the example, since its rules are officially published.
Dubai's regulation: five rules to know before you buy
The use of quad bikes in Dubai is governed by Regulation No. 4 of 2008 on the use and licensing of recreational motorbikes and quad bikes (Dubai Regulation No. 4 of 2008). It sets out requirements worth reading before purchase, not after the vehicle reaches port:
- Designated areas only. The licence is valid only in unpaved areas designated by the RTA. Riding on paved roads and pavements, in residential areas, inland and coastal areas is prohibited.
- Mandatory registration. The quad is registered with the RTA licensing agency; the licence is issued for one year and must be renewed within 30 days of expiry.
- Comprehensive insurance — covering accidents and civil liability, from an insurer recognised in the emirate.
- Safety course. An individual owner completes a course at a dealer or a specialised training institute.
- Riders must be 16 or older; younger riders only under a guardian's supervision. A helmet and protective gear are mandatory.
These are Dubai's rules. In Abu Dhabi and Sharjah registration is handled by their own authorities, and we check the procedure separately for the emirate where the quad will be kept. If you plan to take the quad outside the UAE, the RTA issues a separate document for this — the Tourism Certificate (RTA).
How the rules shape the choice of model
Since public roads are closed to quads in Dubai, the machine is taken to the riding area on a trailer or in a pickup bed — factor this in right away, together with the choice of model. Beyond that, the task decides:
- Sand and speed. Renegade X xc 1000R — 976 cc Rotax V-Twin with 91 hp, FOX 1.5 PODIUM shocks, Tri-Mode DPS and iEB. A calmer option is the Renegade X xc 650 with 62 hp.
- Riding two-up. Outlander MAX XT-P 1000R — two-seater, 101 hp, FOX QS3 shocks and beadlock wheels. Before ordering a two-seat version we check the RTA licence conditions for riding with a passenger.
- Work on a farm or site. Outlander PRO HD7 — 650 cc, 50 hp, low working gear; for hauling there is the Outlander MAX 6x6 with a 700 lb dump bed.
- For teenagers and children. DS 250 (listed as a youth model, 14+), Renegade 110 EFI (10+) and Renegade 70 EFI (6+) with a speed limiter. Under Dubai's regulation a rider under 16 may ride only under a guardian's supervision — keep this in mind when buying a quad for a teenager.

Import charges
The general UAE import rules are the same as for cars and are described in detail in our article on clearing a car from Canada into the UAE. In short, for a quad: the UAE tariff has no separate ATV line, the code is chosen from the general headings of chapter 87 and confirmed at clearance, but all 8703 and 8704 lines share one duty rate — 5%.
| Payment | Rate 2026 | Source |
|---|---|---|
| HS code | Chapter 87, no separate ATV line; the code for a specific model is confirmed with the broker | Dubai Customs, HS Code Master, Dubai Customs, 12-digit HS |
| Customs duty | 5% of CIF value | u.ae — Customs duty |
| VAT | 5% on CIF + duty + customs fees | Decree-Law 8/2017, Art. 35 |
| Excise | None | u.ae — Excise tax |
| Recycling / eco fee | Not listed among import charges | u.ae — Customs duty |
| Fees | Dubai Customs processing charges and the RTA quad registration fee — 2026 amounts confirmed at calculation | Dubai Customs Customer Guide, Regulation 4/2008 |
Duty is calculated on the CIF value, that is, the price including freight and insurance, and VAT on the sum of CIF, duty and customs fees. The result is about 10.25% of CIF plus customs and RTA fees. We do not take the registration fee amount from the regulation text: it was adopted in 2008, and we confirm the current amount on the clearance date.
From port to the first ride: the sequence
- Customs. Duty and VAT are paid at the port, and after release a Vehicle Clearance Certificate (VCC) is issued — an imported vehicle cannot be registered without it (Dubai Customs). The value for duty is set by customs inspectors, not just by the invoice (Dubai Customs).
- Specification compliance. When registering a new vehicle, the RTA requires a MoIAT document confirming compliance with Gulf Specifications if this is not shown on the Customs Card (RTA). How this requirement applies to quads we confirm when filing the documents.
- Insurance — comprehensive, from an insurer recognised in the emirate.
- Safety course for an individual owner.
- RTA registration and an annual licence, renewed every year after that.
Shipping from Canada
A quad is compact: it can travel in a container together with other vehicles or as a self-propelled unit on RoRo. Atlantic Container Line's RoRo service runs from Halifax to Jebel Ali once a month, with a 43-day transit (ACL, Middle East services). Shared-container transit times depend on the line and load and are confirmed at booking. If you are taking several machines at once — say, a quad and a side-by-side for the family — we cost the combined shipment as one estimate.
Common mistakes
- Buying a quad "for getting around the neighbourhood": under Dubai's regulation it is not allowed on asphalt.
- Not budgeting for annual insurance and licence renewal.
- Buying a model for a 14–15-year-old without accounting for the guardian supervision rule.
- Calculating charges from the invoice: the duty base is set by customs, and VAT is charged on top of duty.
- Buying used from auctions or after a rebuild. We do not ship those: only the Canadian market, only new or clean used machines.
How to order
We do not publish vehicle prices — we calculate the full estimate for the specific model before purchase: CIF, duty, VAT, customs and RTA fees. You can make a preliminary calculation in the calculator and leave a request through the order form.
Rates are given as of October 2026 and may change. The final calculation is made on the clearance date.
